Nam Kwong Convenes 2019 Work Conference
On January 24, Nam Kwong Group convened the 2019 work conference at its head office in Maocao to study and put into practice the guiding principles adopted at the SASAC meeting of leaders of central enterprises and local offices, summarize and review its work in 2018 and make arrangements for its key tasks in 2019. The conference was presided over and addressed by Chairman Fu Jianguo. At the conference, President Duan Hongyi made a work report and Vice President Li Zhizhong made a strategic review report. Also present at the conference were other leaders, assistant presidents and general counsel of the Group, personnel from the head office and Macao-based tier-2 companies at the level of departmental manager and above, and principals of tier-2 companies in the Chinese mainland, as well as personnel from tier-2 companies in the Chinese mainland at the level of departmental deputy manager and above (parallel sessions in Beijing and Shanghai).
Fu conveyed the guiding principles adopted at the SASAC meeting of leaders of central enterprises and local offices and made an important speech on the reform and development of the Group as a pilot state-owned capital investor.
Fu pointed out that we should promote the reform and development of the Group against the backdrop of reform of state-owned enterprises in the new era. In 2018, the Group achieved good results in downsizing, governance of enterprises running under deficit and reduction of receivables and tied-up capitals, and its total profit reached a record high. The Group expanded its business and further extended its industrial chain in Macao, reflecting its requirements on upholding the underlying principle of pursuing progress while ensuring stability. Meanwhile, we should be aware that our business indicators still lag behind the fulfillment of the work task “one ensuring and six strengthening” put forward by the SASAC for 2019. As a central enterprise, we must get a clear understanding of the development of the nation and central enterprises, as well as the position of the Group, follow the general trends, maintain our political orientation, achieve unity in thought, understanding and action in the face of instabilities and uncertainties in the external environment.
Fu stressed that we should promote the reform and development of the Group as a state-owned capital investor. In December 2018, the Group was officially designated by SASAC as one of pilot state-owned capital investors, marking a very important historic transition in the course of its development. We must keep to the development strategy of “based in Macao, connect with the mainland, increase business presence in the international market”, integrate the underlying principle of pursuing progress while ensuring stability and the requirements on high-quality development in the implementation of our strategies. We must raise our awareness of cooperative development, take the approach of “Nam Kwong+” to make the Group bigger, stronger and better, and further strengthen the position and influence of Nam Kwong in Maocao.
Fu required that we must advance the reform and development of the Group toward the goal of building a world-class enterprise, center on the work requirements for “scientific management, innovative development and first-class image”, further strengthen study, raise the comprehensive quality of managers, further reinforce the management, enhance the business abilities of managers, improve the work style, enhance the basic management and fine management, further stimulate the vitality of talents, encourage leaders to conduct work, carry out the activities of discussions on freeing our minds, seeking truth from facts and looking ahead in unity, achieve the goals that the leaderships take on a new look and business operations gain new effects, work solidly and take concrete actions to keep pushing the Group to advance towards the goal of building itself into a high-quality state-owned capital investor with unique characteristics.
Duan looked back on the work of Nam Kwong in 2018, stating that Group gave priority to its main business, focused on solving problem, worked to implement the strategy, strived to overcome all difficulties, enhanced the awareness of compliance, fostered corporate cultures in an innovative way, registered a stable performance with a good momentum of growth, steadily enhanced its work of business management, and made progresses while ensuring stability.
Duan stressed that in 2019 we must put into practice the guiding principles of the 19th National Congress of the CPC and the Central Economic Work Conference, follow the new vision of development and the general principle of making progress while working to keep performance stable under the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focus on supply-side structural reform, follow the guiding principles of “consolidation, enhancement, upgrading and smoothness” and the important arrangements of SASAC, take the opportunity of the 70th anniversary of the founding of Nam Kwong, intensify efforts for integration of internal resources, improve weak links hindering development of the Group, guide all employees to work harder so as to accelerate to push forward the high-quality development of the Group, keep enhancing the core competitiveness, influence and innovation capabilities, work to build Nam Kwong into a first-class state-owned capital investor with Chinese characteristics, and make excellent achievements to celebrating the 70th anniversary of the founding of the People’s Republic of China, the 20th anniversary of the return of Macao to the motherland, and the 70th anniversary of the founding of Nam Kwong.
Duan required that in 2019 we must be guided by the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, stand tall and firm, make a good start in all work areas, work harder under the guidance of the general principle of “pursuing progress while ensuring stability”, and ensure the accomplishment of all the budgetary targets. We should focus on supply-side structural reform, take full advantage of the opportunities, and effectively stimulate the internal impetus to growth. We should strive for high-quality development, focus on our main responsibility and business, and promote the implementation of our corporate development strategy. We should aim to build Nam Kwong into a world-class enterprise, strengthen business management, further enhance our overall quality, focus on fight to win the “three major battles”, take strong stems to ensure the implementation of measures, fully demonstrate the responsibilities of central enterprises, enhance the internal impetus to growth, carry forward the corporate culture, and develop a contingent of employees that meets the requirements of the new era.
Li pointed out in his 2018 strategic review report that the Group strengthened the guiding role of the new development philosophy, steadily advanced its comprehensive reform, further strengthened its strategic investment management, pushed forward the construction of key projects, took active part in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, successfully completed the task of “downsizing”, became a state-owned capital investor and delivered active results in all work related to reform and reform.
Li made an analysis on the current situation and existing problems of the strategic development of the Group, stressed that we should work hard to fulfill the central task of building the Group into a pilot state-owned capital investor, reformulate strategic plans on mid- and long-term development, seek innovation-driven development, deepen internal reforms, stimulate internal impetus to growth and vitality, work faster to build a talent team and provide its reform and development with important supports.
We should conscientiously study, develop a good grasp of and effectively implement the guiding principles of the conference. All units and departments shall, based on their actual conditions and work arrangements for 2019, gain a deep understanding of the guiding principles of the conference, take tougher measures, fully advance the fulfillment of the work targets and tasks of 2019, pursue progress while ensuring stabilities, achieve all targets, and take effective measures to make a good start in the work in first quarter of 2019. We should seize the opportunities, effectively assume responsibilities, venture to break new ground, act proactively and prudently, and take full advantage of the historic opportunities. Leaders at all levels should lead by example and guide all employees to overcome difficulties, so as to create a work environment in which everyone make concerted efforts and make new contributions to the reform and development of the Group.
