In October 2018, the 13 working groups organized by SASAC of the State Council conducted field research on the implementation of the "Regulations on Main Leaders of Central Enterprises Performing the Duties of Promoting the Legal Construction as the First Person in Charge (hereinafter referred to as the "Regulations") by all central enterprises, and scored and graded according to the 38 detailed and decomposed indicators. The overall investigation results are as follows: there were 46 A-level central enterprises (above 90 points), 39 B-level central enterprises (above 80 points and below 90 points), and 13 C-level central enterprises (below 80 points).
In the opinion of SASAC of the State Council, the main leaders of Nam Kwong (Group) Co., Ltd. attach great importance to the legal construction, earnestly implement the requirements of the "Regulations", pay attention to the role of the critical minority groups, and take effective measures to promote the success of legal construction and compliance management.
Finally, Nam Kwong (Group) Co., Ltd. has obtained an overall score of 95 points, in Level A.
SASAC of the State Council raised the hope that Nam Kwong (Group) Co., Ltd. would take effective measures to carry out the qualification assessment of the professional position of corporate legal counsel, strengthen the law-based personnel selection and employment and strive to make breakthroughs and progress aiming at the existing problems and weak links in the legal construction of the enterprise, according to the feedback and suggestions from the survey group. Meanwhile, it was hoped that Nam Kwong (Group) Co., Ltd. would continue to fully implement the responsibilities of legal construction as the first person in charge, pay attention to extending the responsibilities to sub-enterprises at all levels, so as to push the law-based construction of state-owned enterprises to a new level and provide stronger legal support and guarantee for the reform and development of enterprises.
